The Pennsylvania State Association of County Controllers (PSACC) has announced the appointment of Joe Rudderow, Berks County Controller, as 3rd Vice President. The appointment was made official during the Association’s recent annual meeting held in Erie County.
As 3rd-Vice President of PSACC, Rudderow will help support the organization’s efforts to promote accountability, transparency, and innovation within the financial operations of county government across the Commonwealth, under the leadership of President Greg Bower of York County, First Vice President Jason Moser of Centre County and Second Vice President Lisa Colon of Lancaster County.
“It is an honor to serve as 3rd Vice President of PSACC,” said Rudderow. “I look forward to serving on the Board, to gain the insight and knowledge of our association, working with and learning from fellow board members while ensuring that Pennsylvania’s counties uphold the highest financial standards, accountability, and fiscal stewardship on behalf of the taxpayers. I will enjoy working with my fellow controllers to advance best practices, encourage efficiency, and advocate for sound fiscal policy at the local level.”
Rudderow has served as Berks County Controller since 2024, where he replaced longtime County Controller Sandy Graffius who retired after 20 years of service. With years of small business and local government experience, Rudderow brings a strong commitment to servingwith integrity and leading by example. Rudderow and his team are committed to improving efficiencies, while reducing waste, fraud, and abuse in County government.
The PSACC, composed of elected and appointed county controllers from across Pennsylvania, provides a unified voice on matters affecting county financial operations. It facilitates training, peer collaboration, and legislative advocacy to support the vital oversight responsibilities of controllers statewide.
