Tracy Pennycuick announces run for re-election to Pennsylvania State Senate

Tracy Pennycuick announced she is running for re-election to the Pennsylvania State Senate, reaffirming her commitment to service, and bipartisan leadership focused on delivering real results for families in Berks and Montgomery counties.

Tracy, a U.S. Army combat veteran who served local families in the State House prior to her swearing-in to the State Senate, said her decision to run again is rooted in responsibility – not politics – and a belief that leadership means putting people first and getting things done.

“I didn’t run for office to be a politician,” Senator Pennycuick said. “I stepped forward because I believe service carries an obligation – to listen, to lead responsibly, and to improve people’s lives. That belief shaped my service in the Army, and it guides my work every day in the State Senate.”

Leadership Rooted in Service, Not Politics

Before serving in the legislature, Tracy spent more than 26 years in the United States Army as a medic, helicopter pilot, and combat veteran. In uniform, she learned leadership is not about ideology or ambition – it’s about accountability, discipline, and making decisions to improve lives.

That same mindset defines her approach in Harrisburg and back home where Tracy has earned a reputation as a steady, bipartisan problem-solver who focuses on outcomes, not headlines. She works with members of both parties to address the issues families care about most: rising costs, healthcare affordability, job security, public safety, and responsible use of taxpayer dollars. In fact, Governor Josh Shapiro has signed multiple pieces of bipartisan legislation sponsored by Tracy that protects our children and families.

A Strong Voice for Taxpayers

As inflation and cost-of-living pressures strain household budgets, Tracy has consistently prioritized fiscal responsibility and efficiency. As a member of the Senate Appropriations Committee, she believes government needs to live within its means – just like families and small businesses – and that taxpayers deserve transparency and accountability for every dollar spent.

Tracy has been a strong advocate for protecting taxpayers, fighting waste, and ensuring public funds are directed to core priorities that strengthen communities and support economic growth. To help working families, Tracy strongly advocated for the Working Pennsylvanians Tax Credit, which is projected to deliver $193 million in tax relief in its first year. Her approach emphasizes practical solutions that hold the line on taxes while maintaining essential services.

Record Funding for Public Education and Workforce Readiness

Tracy helped pass record funding for public education, ensuring schools across the Commonwealth received historic investments focused on helping children succeed and keeping students and teachers safe. She believes strong schools are fundamental to opportunity, workforce readiness, and long-term economic stability – especially in a rapidly changing economy.

At the same time, Tracy has helped secure $1.5 billion for the Educational Improvement Tax Credit program and the Opportunity Scholarship Tax Credit, targeted to students in economically disadvantaged schools so families can choose learning environments that best meet their child’s needs. She’ll continue to strongly support our public schools while working to give parents more control of their children’s education because she believes they know what is best for their family.

Focusing on Public Safety in a Changing World

Public safety has always been central to Tracy’s service. While in the legislature, she has led bipartisan efforts to confront emerging threats—particularly those impacting children and families. Tracy has advanced legislation to combat crime and support law enforcement, including proposals to establish mandatory minimum sentences for drug delivery resulting in death, ensure dangerous offenders remain incarcerated, and increase penalties for threats against schools.

As Chair of the Senate Communications and Technology Committee, Tracy authored and passed legislation – now signed into law – to protect children from AI-generated sexual exploitation, digital impersonation, and deepfake crimes. These laws have already been used to prosecute dangerous offenders and provide law enforcement with modern tools to combat new forms of crime and hold offenders accountable.

Delivering Locally for Communities, First Responders and Seniors

Locally, Tracy has been instrumental in helping municipalities, schools, veterans’ services and first responders secure grants to make substantial investments in our community, including funding for police body cameras, fire trucks and equipment, township parks and building improvements, and much more. Her approach is guided by a simple principle: government should work for the people it serves, not the other way around.

Tracy is also a strong advocate for older Pennsylvanians. She supported significant investments to increase wages for direct care workers who provide services to seniors and adults with physical disabilities. Additionally, she championed community-based care by securing a $10 million increase for Pennsylvania’s 52 Area Agencies on Aging to help deliver essential services such as meals and transportation. Tracy has also been a leader in the fight for quality, accessible and affordable healthcare for women, children and all families.

Proven Leadership for Berks and Montgomery Counties

As she kicks-off her re-election campaign, Tracy emphasized that the race is about trust, responsibility, and results—not party labels.

“Our community deserves leaders who show up, listen, and do the work,” Pennycuick said. “I’m running to continue delivering for families, protecting taxpayers, strengthening public safety, and building a future where our kids can thrive.”

Tracy lives in Harleysville with her husband Rick, also a U.S. Army veteran. Together they raised four children – three of whom served in the U.S. Army – and are proud grandparents. Their family’s commitment to service continues to shape her leadership and her dedication to the people of the 24th Senate District.
