City of Reading announces appointment of eight members to inaugural CRIZ Authority

The City of Reading has announced the appointment of eight distinguished individuals to the inaugural City Revitalization and Improvement Zone (CRIZ) Authority. These appointments mark a significant step forward in the city’s efforts to stimulate economic development, enhance infrastructure, and attract investment to Reading. The newly formed CRIZ Authority will oversee the implementation and administration of the CRIZ program, which is expected to bring transformative opportunities to the local economy.

The CRIZ program provides cities like Reading the ability to reinvest certain state and local taxes generated within designated zones back into the community to support economic development projects. By leveraging this unique funding tool, the City of Reading will be better positioned to attract businesses, create jobs, and revitalize key areas of the city.

Mayor Eddie Morán celebrated the appointments, stating, “This is Reading’s moment. We are ready to take the next step in our city’s transformation, and the formation of the CRIZ Authority marks a turning point in our history. The talent and dedication of these eight individuals are exactly what we need to harness the full potential of the CRIZ program. Together, we will create an environment where businesses can thrive, jobs are plentiful, and our community flourishes. Reading is ready.”

The members of the inaugural CRIZ Authority include: Tim Daley, Executive Director, Habitat for Humanity of Berks County, Inc. Lucy Cortez, COO, Neighborhood Housing Services of Greater Berks County Devon Guistwite, CEO, Power in Profits, LLC Shannon Leonhard, VP of Community Lending, Community First Fund, Greater Berks County Earl Lucas, CEO, E. Lucas Homes, LLC. Deborah L. Millman, Esq., President, Greater Berks Development Fund Peter Rye, CSO, Brentwood Industries, INC. Josephine Torres – Boykins, Executive Director, Berks County Latino Chamber of Commerce.

Each appointee represents a diverse cross-section of leaders from various industries, including finance, real estate, non-profit, and community development. Their collective expertise will be

crucial as the authority works to approve, manage, and guide projects that align with Reading’s long-term goals for economic revitalization.

“With the establishment of the CRIZ Authority, Reading is embracing a future of opportunity and growth. This is a defining moment for our community, and I have full confidence that the dedicated individuals leading this effort will ensure that we unlock Reading’s full potential.” commented State Representative Manuel Guzman.

The CRIZ Authority will begin its work immediately, with an initial focus on establishing operating procedures, identifying priority areas within the city, and working closely with state and local partners to ensure the effective use of CRIZ resources.

This is a critical step forward in our collaborative efforts to secure a CRIZ for the City of Reading. We are making great progress and are in a strong position to submit a competitive application.” added Senator Judy Schwank.

The City of Reading’s CRIZ program aims to create a foundation for economic growth by reinvesting in designated zones. By capturing and reinvesting select tax revenues generated by new and expanding businesses, the CRIZ Authority will support large-scale development projects that bring jobs, businesses, and opportunity to Reading.
