Caernarvon Township Police have arrested two Philadelphia men in connection with a string of thefts from vehicles in the Pennwood Development on September 25, 2025.
Police said the incidents occurred in the early morning hours and involved the theft of several items, including a laptop computer, car keys, a wallet, cash, and credit cards. During the investigation, officers discovered that one of the stolen credit cards had been used at the Walmart in Elverson, where three unauthorized purchases totaling $344.84 were made.
Surveillance video from the store showed two white males with distinctive tattoos making the transactions. They were later identified as Robert Lucera and Matthew Payne, both of Philadelphia.
On October 3, police located the suspects at the Sheetz on Main Street in Caernarvon Township, along with a U-Haul box truck bearing Arizona registration. A search of the vehicle uncovered the stolen laptop, other stolen property, and a stolen Smith & Wesson M&P Shield 9mm handgun.
Lucera and Payne were taken into custody and charged. Police noted that the investigation is ongoing and additional charges may be filed as more information comes to light.
Authorities remind the public that all persons charged are considered innocent until proven guilty in a court of law.
