Reading names Robert Leonard as new fire chief

Reading officials on Tuesday morning formally introduced Robert Leonard II as the city’s new fire chief during a press conference at City Hall, following his approval by Reading City Council the night before.

Mayor Eddie Morán called the appointment “a really important moment for the City of Reading and for our fire department,” as he welcomed Leonard to the role.

Leonard brings more than 20 years of experience in fire and emergency medical services, with a background that includes frontline response, leadership roles, and managing complex operations. Morán said Leonard’s leadership style and community-focused approach stood out during the selection process.

“What stood out about Chief Leonard isn’t just his resume… It’s his approach to leadership, his focus on training, safety, accountability, and making sure the department is prepared for whatever comes its way,” Morán said.

Morán also highlighted Leonard’s interest in community engagement, particularly his willingness to connect with youth and continue the department’s visible presence throughout the city.

Council President Donna Reed said the city’s fire department has a long-standing reputation for service and rapid response, adding that council supported the appointment unanimously.

“We look forward to the leadership of our new chief… I believe we can go a step higher, and we’re all looking forward to that,” Reed said, noting council stands in support of the department and its leadership.

Leonard succeeds the department’s previous leadership following the retirement of James G. Stoudt Jr. During the transition, Chief Williams served in an acting role, which city officials acknowledged during the press conference.

“On behalf of the men and women of the Reading Fire Department, I would like to welcome Chief Leonard. You’re part of the family now,” Williams said.

In his remarks, Leonard said he is eager to begin his role and emphasized his priorities for the department moving forward.

“I am honored, and I am ready to get to work,” Leonard said. “As I step into the role of the fire chief, my top priorities will be enhancing firefighter safety and recruitment needs within the department.”

Leonard recently retired from the Prince George’s County Fire and EMS Department after 20 years of service, where he held positions including director of training and shift commander.

He also expressed interest in building relationships within the city.

“To the residents of Reading, I’m excited to become a member of the community, and I look forward to working with my neighbors to make our city safer,” Leonard said.

City officials said they are confident Leonard’s experience and leadership will help guide the department as it continues serving Reading and the surrounding community.
