As warmer weather approaches and “kitten season” begins, the Animal Rescue League of Berks County (ARL) and No Nonsense Neutering (NNN) are working alongside local municipalities in 2026 to expand access to Trap-Neuter-Vaccinate-Return (TNVR) services for community cats. This collaborative effort aims to proactively address the seasonal increase in community cat populations through accessible, humane solutions.
“Kitten season,” typically spanning spring through early fall, is the time of year when unaltered outdoor cats reproduce at a rapid rate, leading to a significant surge in kittens across communities. Without intervention, population growth can quickly overwhelm local resources.
Through partnerships with ARL, residents in the following municipalities are eligible to request TNVR vouchers directly from their local offices: Bern Township, Caernarvon Township, Leesport Borough, Union Township, Wyomissing Borough and Kenhorst Borough.
These vouchers fully cover the cost of spay/neuter and vaccination services for community cats through ARL’s surgery center, helping residents prevent future litters at no cost.
At the same time, No Nonsense Neutering (NNN) partners with additional municipalities to provide TNVR services through voucher-based programs. Availability, eligibility requirements, and co-pays may vary by municipality. Communities currently offering programs through NNN include: Earl Township, Hamburg Borough, Laureldale Borough, Lower Alsace Township, Maidencreek Township, Marion Township, Robesonia Borough, Shoemakersville Borough, Spring Township, Tilden Township and Wernersville Borough.
Residents are encouraged to contact their local township or borough office to learn about available TNVR programs in their area and how to participate. For ARL-supported programs, vouchers are issued prior to scheduling. For NNN-supported programs, appointments must be scheduled in advance before vouchers are issued.
“We are incredibly grateful to the municipal leaders who have chosen to invest in TNVR vouchers for their residents and take meaningful action to address the community cat population. By dedicating funds to humane, proven solutions, these municipalities are helping prevent the birth of countless kittens, improving animal welfare, and reducing long-term strain on shelters and neighborhood resources. This is what responsible, forward-thinking leadership looks like, and their commitment will have a lasting impact across our community,” said Ashley Mikulsky, ARL CEO.
