New boat launch project breaks ground at Pioneer Grove Park in Muhlenberg Township

Officials gathered Thursday morning at Pioneer Grove Park to break ground on a new boat launch along the Schuylkill River, marking the beginning of a project aimed at expanding river access and promoting water safety in Berks County.

State Representative Jacklyn Rusnock was joined by Pennsylvania Fish and Boat Commission (PFBC) Executive Director Tim Schaeffer, Muhlenberg Township Fire Chief Alex Lupco, and other local leaders for the ceremony, which coincided with National Safe Boating Week.

The new launch, made possible through a $45,205 Boating Facility Grant awarded by PFBC to Muhlenberg Township, will accommodate unpowered boats such as kayaks and canoes, as well as small motorized watercraft. The site will also support emergency response efforts by providing an additional access point to the river for first responders.

“Whether you’re boating here along the Schuylkill River or anywhere in Pennsylvania this summer, please make safety your top priority,” Rusnock said. “This launch will serve both recreational users and our emergency services, improving access and safety for all.”

The total project cost is estimated at $90,500, with construction expected to begin in fall 2025. The facility will include improved parking and ADA-accessible features, and is expected to be complete by spring 2026.

Schaeffer emphasized the importance of the launch not just as a recreational amenity, but as a critical public safety investment. “The value of this project is even greater because of the benefit to local first responders who have a new place to access the river in case of an emergency,” he said.

The event also served as a platform for PFBC to deliver boating safety messages ahead of the busy Memorial Day weekend. Officials reminded attendees of key safety practices, including the use of properly fitting, U.S. Coast Guard-approved life jackets, avoiding boating under the influence, and preparing float plans.

Rick Kauffman, PFBC’s District 8 Commissioner and a Berks County resident, noted that the new launch adds to a growing network of water trail access points in the region. “This is a great addition to our community, especially with so many people enjoying the river each summer,” he said.

Fire Chief Alex Lupco echoed that sentiment, calling the project a valuable resource for emergency operations. “Water rescues are low-frequency but high-risk events for our department. Having additional access like this helps improve our response capabilities,” Lupco said.

Officials concluded the event with a ceremonial groundbreaking overlooking the Schuylkill River, reinforcing the importance of outdoor recreation and public safety partnerships in the region.
