Male in custody, officer injured in foot pursuit after report of shots fired in Leesport

The Northern Berks Regional Police Department responded to the 000 block of Railroad Avenue, in the Borough of Leesport, Tuesday, March 28, 2023, around 3pm for the report of shots fired in the area.

Police say the shooter was initially described as a male who had two firearms and was shooting at cars in the area.

Witnesses called to report that the suspect had fled from Railroad Avenue on foot, and was attempting to get into vehicles in the area of the Leesport Library parking lot.

Officials say Officers responded to the area and quickly encountered the male. He was taken into custody, uninjured, after a brief foot pursuit.

According to police, an Officer from Northern Berks Regional was injured while taking the suspect into custody, but they did not specify the severity.

Two firearms were recovered in the area where the initial incident occurred, along with several cars that had been struck by gunfire. Fortunately, no one was injured during the shooting.

The Northern Berks Regional Police Department was assisted by Officers from both Muhlenberg Township and Bern Township Police Departments.

The male arrested has been identified as Howard James Devlin, IV and has been charged with the following offenses: Crim Att. Robbery of Motor Vehicle (2 Counts), Receiving Stolen Property (firearm), Terroristic Threats, Criminal Mischief (2 Counts), Persons, Not to possess Firearms (3 Counts), Institutional Vandalism, Recklessly Endangering Another Person, Disorderly Conduct – Engaging in Fighting.
